No as per the eligibility criteria say, the student need to pass class 12 from any school situated in Goa and had been a resident of goa from past 10 years ( 5 years whose parents/grandparents are born in goa) is eligible to get the benefit of 85% state quota in neet counseling. If you have completed 12th only you're not eligible to get the state quota.
