Your question is not clear but as far as i can understand what you are asking is that whether you can participate in second round of counseling or not if you will not be satisfied will the allotted college in your 1st counseling. So, if this is your doubt then let me clear that yes you can participate in the second round counseling if you will not be satisfied with the first round.
