As per your requirement, i would say that there are lot of opportunities for you for psu or any type of central government jobs. At age of 28, you are definitely eligible for psu jobs but uf you habe experience added in your qualifications, you will get better preference.

You need to clear gate exam with good rank as your btech cgpa is below 7 so you might even get less prefernc. But government job opportunities are wide open for you.
Moreover you have obc category reservation so you would have little less cut off than gen candidates.
