If you had already registered for round 1and paid fees then you don'tneed to register again and pay fee for round 2 , you just need to fill choice filling form.

Eligible candidates will be able to register till July 13 for round 2. Payment for the second round can be done till July 13 up to 12 Noon. Candidates who had registered for the first round of counselling are not required to register again. The choice filling will commence from July 12, 2019. The result of the second round of NEET counselling 2019 will be declared in online mode on July 18.
