Provisional merit lists is the primal list, every college/university publishes as per its selection criteria for admission in descending order of percentage as acquired by applying students. The admission cell declares dates and range of ranked students, who are called upon for admission. The seats in every disciplines are limited so only enough of applicants are called, as the seats remain vacant more lists in order of second, third or fourth are declared from the list of selected applicants published in the provisional list to fill the remaining seats. The list being declared check out for your selection, if you are selected see your rank and call date for admission. If you are not selected and the college has history of declaring fresh selection lists after exhaustion of initial provisional list, then wait for it and in the mean time try for other colleges.
