first of all you need to decide whether you need a core branch like mechanical , electrical etc or a non core branch like computer science, information technology
If you need core then nit Jamshedpur,nit Jalandhar,nit kurukshetra etc are the good options with this rank however for computer sciences and IT , you won't find the place in top 15 nits with this rank  , If you are really interested then you can prefer nit Raipur,nit Silchar etc.
so better go with core branches in good nits

ps- you can get chemical engineering, production and industrial engineering in some of top 5 nits with this rank .
try to find your interest in branch and choose your college accordingly however you can go in reverse manner too.

The best option can surely be NIT . As there are many NIT's whose cutoff comes under 15000 for example NIT Puducherry, NIT Manipur etc so you can surely opt for those. And if belonging to home quota who can surely get some good branches too.
