Hi, 

Your friend has really scored good in neet 2019.she/he can surely have a mbbs seat in up state. As  according to previous year data the opening marks for mbbs under state quota for general category were 550+ marks. 

So  with this marks you can have a mbbs seat there. 

Just apply for the counselling process if he / she will not get any seat in first round then can surely have a mbbs seat till last round of counselling.

According to previous years marks records marks between 500 to 600 were enough to get government medical colleges and your friend is eligible to get admission in government medical college.
