As you have mentioned,your JEE-MAINS rank is not good.This rank will give you nothing in any of the national colleges.But you can still try if you want.

Now,moving to your upsee rank and having a domicile of UP,I can say that this will fetch you a seat in some of the colleges under UPSEE.You can't get top preferred branches of the popular colleges,but still you can start your engineering in some of the state colleges.

 You can get colleges like;

Mechanical in Kali Charan Nigam Institute of Technology, Banda

and JSS Academy of Technical Education, Noida.

EE in United College of Engineering and Research, Greater Noida

EC in Azad Institute of Engineering and Technology, Lucknow, Dr. Ram Manohar Lohia Avadh University, Faizabad , Shri Ram Murti Smarak College of Engineering and Technology, Lucknow.
