Hello Aspirant,
As per the rules of JEE Advanced your caste certificate is to be issued on or after 01st April 2021. It can be any date on or after 01st April. If your caste certificate is issued on January 2021 you may upload a declaration but at the time of councelling you have to upload your caste certificate.
