Yes it means that you cannot directly get admission in any of the regular Btech program of any of the IITs. But with this rank you can get admission in preparatory course in any of the top IITs of the nation, then after one year of hard work you will get admission in one of the regular branches of engineering in the same college so it is a great oppurtunity.
