For writing USLME if you are a US or Canadian citizen then you should be officially enrolled or a graduate of US or Canadian medical school program.
You will be eligible if you are enrolled in a US medical school or having a DO degree from the American Osteopathic Association(AOA)

If you are a foreign student then your college should be recognized by the World Directory of Medical schools. This is for getting the eligibility from the Educational Commission of Foreign Medical Graduates(ECFMG).
There is 4 steps to pass USLME for practising medicine in the US. You have to pass Step 1, Step 2 CK and CS  for getting qualified for Step 3 and 4.

Step 1,

• Candidate should be a graduate student which is outside of US and Canada
• Candidate should have ECFMG certification as an Eligiblity candidate

• You will be having CS and CK test. Where CS is all about patient care process and CK is a paper mode test. To get Eligible for step 2, you need to have step 1 Eligiblity criteria

• Candidate must  clear CS and CK test.
• Candidate must have MD or Do from LCME or Canadian school,
