If you want to take admission in any college in a certain state which you are not a resident of you will need a domicile certificate. However, lets say, you are a resident of West Bengal and you got admission in Jadavpur University, you do not have to necessarily give domicile certificate as any other document like birth certificate, ration card, PAN card, Adhaar card will be from that state and can be used to prove that you live in West Bengal.I  hope it helped.
