The difference between Government Policy and Public Policy is rather theoretical in nature. Governments often fall back upon private organisations or individuals to look into and take care of their policies. As a result, the citizens in turn see the policies being implemented by private bodies rather than the government itself, however, the ultimate source of authority of implementing these policies, especially in a democracy, always rests with the government.
