In case, it is not mentioned anywhere in the question paper that you are required to write full sentences, nothing will happen. There is no need to waste time by writing full senteces.

Writing in full sentences for fill-in-the-blank answers can be helpful because it ensures clarity and makes it easier for the reader to understand your response but it is not compulsory.
