As we all know that minority system was brought to help the poor people or those people who did not got proper chance or facility in past.

At first it was introduced as per caste wise but from past some years it has been also introduced for religion wise.

The answer for your question is no, not all muslims fall under minority naturally.

Muslim minority are given to only those people who are from backward classes in muslim religion.
