In NEET 2021 application form so many places mentioned about the citizen certificate. So some candidates can think that it's may be our residential proof or NRC related. But no, it's not for Indian students.

Those candidates are applying this examination from foreign, they are must needed this certificate. It's only for NRI/OCI/ foreign nationals candidates. They are need there valid passport, issues of date, validity , place for this citizenship certificate. Otherwise they can't give the examination. So don't worry. And before fill up the form you have to read all over the notification in this form.
