You have to fill the application forms for the state universities and then update your neet rank and score when announced.

Later on you are supposed to fill your preferences of the colleges coming under the university according to your choice.

Later on in counseling you will be alloted the topmost college of your preference with a vacant seat at your score.

Then you are required to upload and verify documents if you are interested in the particular college and pay fees.

However options like holding a seat and waiting for next round of allotment results, dropping the seat as getting a better seat elsewhere will also be there.
