Yes, you can apply and appear for JEE mains but you will not be able to get admission in NITs,IIITs and GFTIs and also you wont be able to apply for JEE advance because the eligibility for that is that a candidates should have passed class12thwith a minimum of 75% marks or they must be in the top 20 percentile in their class12examination (65% for SC/ST candidates).

Sadly you are not eligible for jee mains as the minimum percentage required in boards examination to be eligible for jee mains is 75% or they should be in the top 20 percentiles. This criteria was scrapped off in the year 2020-21 but is not removed this year. For SC / ST , the students should score more than 65% marks or be in the top 20 percentiles.
