Allotment means confirmed that cannot be changed further but in provisional case it can be changed further rounds

Seat allotment letter is given when you take up a seat and don’t want to be part of subsequent rounds.

But, if you want to be part of next round then your seat is reserved by you can upgrade to any other seat in next rounds. then provisional seat allotment letter work.
