Hello student,

B.Tech with normal CSE is a course which provides you general or not in depth knowledge of any particular field. It covers all the topics and makes you competent to handle things, but not like  a specialist.

Where as with specialization in software, you are provided with in depth knowledge of software handling and developing. This makes you a specialist in a particular field.
