The 85% state quota seats mean seats in all government colleges of the states/union territories respectively. Counselling for such seats will be conducted by the the respective state authorities.

and if you have domicile of uttarakhand  state then you can claim also can you tell me how long have you been in haryana so i will explain you that you are eligible in neet 2020 for haryana sate quota seat or not. see the NEET ELIGIBILITY accordingly.

If your child has Uttarakhand domicile, he/she can claim 85% State Quota from Uttarakhand. You mentioned that he/she is studying in Haryana. Bur you haven't mentioned since how long he/she has been studying in Haryana. To claim Haryana domicile, he/she should have been a bonafide resident of Haryana. So, if he/she has been in Haryana for only studies, he/she cannot claim domicile of Haryana. So you can only participate in Uttarakhand State Counselling.

It is the reservation given to the students who are domicile of the state of Uttarakhand. So if you have the domicile certificate of uttarakhand then you are eligible to avail the reservation of 85% in the government colleges all across the state.
