Management Quota means these seats are reserved for those people who actually didnt qualify the eligibility criteria for getting a seat in college but are willing to spend almost two to four times the actual fee of the college.
It is like the direct admission process in colleges.

These are certain number of seats allocated to private colleges.There is monopoly of that college on these seats.
College can allot any eligible student on the basis of money rather than merit.
This is managed by college itself..so it is management quota.
Note that..there are no management seats in goverment colleges.

Yes it is available for everyone out there.Management quota generally means booking seats in a college by paying high amount of money (4 or 5 times the actual amount) without giving any entrance exam.
It is not available in every college.I would suggest you to prepare for entrance exams rather than thinking of management quota process.
