Vocational or rehabilitation counseling is a kind of career counseling which will help you to decide and know about your choices to choose a career. While a vocational counselor will help you to build your self-esteem, boost your confidence, and increase your skills set. He will assist you to know the best skills and interests you have to make a better career in your future.

The one who wills to know about himself or isn't sure what will be best suitable for him they can go to attend a session from a vocational counselor. 

After counseling it all depends upon the preferences and skills the student makes and have in him which guide him to choose a career according to his choice.
