Thanks for approaching us

It means when you take part in counseling rounds, candidates are required to pay the counseling fee.which is not refundable.

Candidates will be required to register and pay processing fee of Rs.1200/- (for OC/BC) and Rs. 600/- (for SC/ST) through online by credit card/ debit card/ (or) net banking through the "Pay Processing Fee " link in the web site https:// apeamcet .nic.in.

Nope.
It means u can not get scholarship.
I.e u have to pay full fee your collage
Try to go to near help line centre and make it "yes"
