In KMIT, the special fee is nothing but the extra university fee like aminity fees which is non refundable.

Fee structure is divided into 3 parts

1st one is tution fee which is around 1.03lakhs per year

2nd is special (university fee/ development/aminity fee)  fees are 5.5K, 2.5K, 2.5K,2.5K in respective years

3rd is exmaination fees(NBA Fee) that is 3000 per year
