There are two separate counsellings conduct to fill the seats through NEET. One is all India 15% quota counselling for Deemed University and Central University. It is done in Counselling Round 1 and 2.  And another is mop up counselling which is conducted by state counselling authorities to fill state quota seats.

Anyone who have qualified NEET is elligible for this round.

The Mop-up round in NEET is available to all who have qualified in NEET and are willing to secure a seat through the Counselling Procedure.
If you have already participated in Round 1 or Round 2, then you do not have to register again. But if not, then you have to register afresh for participation.
You can exercise your choices based upon the vacancy of seats in all the Central and Deemed Universities.
