As per your question, you didn't mentioned your category so am considering you in general category.

So as per cutoff of general category ,one should have 50th percentile to qualify in neet exam. So if you want government colleges then you should have your rank in the range of 10k to 30k so that you can grab your seats comfortably there. Government colleges like:-

1) govt medical college of andhra pradesh :-cutoff as trend would be around 10.7k

2) government colleges of andaman and nicobar :-cutoff as trend would be around 12.5k

3) government college of assam:-cutoff as trend would be around 12k

4) government college of bihar :-cutoff as trend would be around 9.8k

So as per these trend in general category you could have an idea about the cutoff you need to get in good government college.

You haven't mentioned the State that you hold the domicile of and the Category you belong to. These are important because cut offs also depend on the Category and State you belong to. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. For example, in 2018 the cut off for General Category in UP GMC was 469 and in 2019 it became 575. This is State wise.
