The provisional merit lists has the same meaning as First merit list.

Every college as per its selection criteria publishes its 1st list of the selected students for admission ( this list usually comprises of the students with the highest marks/percentile)

If a number of seats are still left vacant, then a college prepares a second list to fill them up, and so on. Then comes the third list according to

Hello provisional merit list is also kind of final merit list, if students name is in provisional merit list but he somehow if he don't want to get admission in that college and skip the process then his name gets removed from the next merit list. So if first merit list consists 100 students it'll filter 80 students out of 100and then only 80 students will move for for next/final merit list.
