RD stands for  Residence/domicile. The residence/domicile certificate is to be issued by the concerned authority of State Government/Union Territory to certify that the person bearing the certificate is a domicile/resident of State/Union Territory to whom the certificate being issued. SC/ST students will be eligible to be issued the Domicile certificate and also Caste/Tribe Certificate, as the case may be.  Other students will be eligible to be issued only the Residence/Domicile certificate. The concerned Revenue/State Government authorities would scrutinize/verify the documents and issue the relevant certificates preferably within a period of 30 — 60 days.

A press note from the Information Department, government of Karnataka, says that BMTC is issuing student passes for the convenience of the students at concessional rates. An online system has been introduced this time, to avoid inconvenience to students like submission of documents and standing in the queues.
