Re-registration is simply taking admission for upcoming semester or year which will be more dependent on the nature of the course you're pursuing, if you're query is specifically meant for IGNOU then at the time of admission you register for first year, and thereafter you have to do re-registration for second year after a gap of one year, for example if you take admission in July Cycle your next re-registration will be in the next year of July Cycle, in case it's January it will follow the same trend, this is definitely for courses which don't follow semester wise approach such as MA Psychology.
