Hello,

Seat surrender exactly means that free exit.

You will withdraw from the seat allotted to you and you can now participate in the second round of the counselling process without losing your deposit.

But as per rules of the counselling you can do free exit only in the first round.
It is not compulsory but advisable to surrender your admissions in first round if you want to get a seat in second round. Inthis way , your money will be saved from being wasted too.
