See , as per your query , if you attempt both the papers then if you will get good percentile in paper 2 comparative to paper 1 then your paper 2 will be considered. And if you perform good in paper 1 as comparative to paper 2 then your previous result will be considered. So, basically it is the advantage or one more opportunity to the students who have a chance to perform well if they were not performed good in their paper 1.
