hello 23000 general rank is better than 23000 gen-ews rank. this year ews quota was introduced to help the ecnonomically weaker sections and 23000 gen-ews is the category rank for ews quota. you can find detailed news about ews quota at https://news.careers360.com/10-ews-quota-higher-education-institutions-2019-20-says-prakash-javadekar.
