MBA is usually offered by Universities and PGDM is offered by autonomous or private institutes. In terms of curriculum or syllabus or market value, there is not much difference between the two. Even in terms of placements, there is no difference as such. For ex. IIFT Delhi (Deemed to be University) offers MBA International Business and IIMs (autonomous) offer PGDM or PGPM programmes. Both have great market value and are acceptable by all recruiters.
