You've left out the name of the category you're looking for.

If you fall into the general category, I'll give you the cutoff ranks. You can also mention if you fall into any of the other categories in the comments.

So, in the all-India quota through AIQ counselling, the cut-off ranks for Gen category students were AIR 15038 marks above 615 last year.

You are from Uttar Pradesh, as your profile indicates. As a result, the AIR 16646 marks above 607 was the cut-off rank for Gen Candidates through Uttar Pradesh state counselling.

So, if you fall into the general category, you should aim for 610-615+ to have a good chance of getting into a government medical college through state or AIQ counselling.
