Hello there. It means that it's the first round of counseling and their are further rounds to be held. What happens is that in first round, the seats are allotted to the students whose name comes in first round. After that for the remaining seats next round of counseling will take place. So in this manner, the counseling rounds goes on until the seats are filled.
