The meaning of virtual vacancy is that the students who were first allotted the seat have not booked it and want to proceed for the next round of counselling. Having said that is a floating seat so you will get the seat only if the previous candidate get an upgraded seat in the next round.

Virtual vacancy in NEET, through counseling are the seats which are occupied by the candidates to participate in the second round of counseling. These seats will be available for allotment only in case of up gradation of seats by candidates choice.
