Hello! Hope you are doing well. According to the previous years cut offs the closing rank actually varies for different category and it also varies for home state and other states. It would be better if you give your marks so that we can know your approximate rank and from that we can know if you can get into it or not. You can also check it in the following link:

There is no such Concept as minimum marks all you have to do is give the exam and wait for the colleges to release their cut offs from which you can check if you qualify for admission.
And yes for OBC category the cut offs will be different and less than general so for now you should wait for cut offs to be released before taking any further action.
