Hello Arya,
All the states do not give admission in bsc agriculture through NEET examination only. The entrance examination for agricultural course is held by the Indian council of agricultural research (ICAR) every year in the month of June. Some States also conduct there own entrance examination for admission in agricultural universities.
The Haryana agricultural university fills it's seats by both entrance exam. One is conducted by them in the university campus in hisar and the other exam is conducted by ICAR.
