Local rank refers to position in your specific group. All the students are given a state rank and a local rank and the latter is based on the number of candidates appearing from their respective regions.
If you apply for a University or College in your region then the local rank will increase your chance of getting seat. If you apply for the College or University apart from your region then only certain number of seats are given, you have less chances of selection.
