As your query is you want to know that whether the seats get vacant after the first round of counselling in AIIMS. I would like to tell you since, admission in AIIMS is the dream of every MBBS aspirant, therefore the possibility is is just somehow 0% that there will be any seat get vacant in any case after the first round of counselling. Anyway there might be a possibility that a student left the seat vacant because they might get a better option in some other AIIMS but even the possibility of that is also quite low. 

So it's better not to wait for the seats to get vacant and apply for the counselling process and go through that procedure only.
