For Ph.D in foriegn University, sometimes it depends on the universities. Although, it also depends on which country based univerity you are applying to. You need to have a good GRE Score of above 315 or A good Score in ILETS. You have more chance of doing PhD under foriegn university if you have atleast two research papers published with your name in it. Also, for some Places, they consider TOEFL as an entrance exam. You need ti have a clearcut decission on the area in which you want to pursue phd also along with your basic idea of on what you want to do Phd in.
