  According to the previous year cutoff least rank for Electrical Engineering was 8289 and the corresponding IIT was IIT Jammu. For Electrical and Electronics branch last year cutoff basically closing rank was 5070 and the corresponding IIT was ISM Dhanbad. It would suggest you to prepare better so that you do not have compromise college as well as branch.
