Hope you are doing well.

You want 17,98,000 people with lower scores than you if you have a rank of 2000. Percentile = (17,98,00018,00,000) x 100 =99.8888889 percentile

In a realistic scenario, lets consider this 98.87+ percentile to ensure a ST category rank below 2000.
