What steps should a student follow to get a degree through Coursera?

Let's take computer science engineering as an example, to do engineering one needs to get 160 credits over four years. Government has declared that 20% of those 160 credits can be delivered by high quality online platforms. So, 20% of 160 is 32 and 32 divided by 4 years is 8 Coursera courses per year because this can be embedded as a part of an engineering course student is doing so this has to be done by the University. It can't be done by students in their personal capacity. So universities have to tell students to take 8 courses per year on Coursera and they will get credit when they complete those courses and these will eventually count towards your degree. Many colleges and universities are doing that. Manipal University, Jaipur, Pearl Academy, Shiv Nadar has been doing that.

The recent announcement that the finance minister has spoken about is slightly different because that's a fully online degree.
