Hi,
Migration certificate becomes a ncessary document when someone is changing the University. If you are taking admission in a different university form where you did your previous degree course then you will be asked to submit it. I don't think it will be requred for counselling process but you'll be asked to produce it when taking admission at an institute which is not affiliated to univeristy from where you did your last degree. I hope it helps!
