There is no information about last year's cutoff on any platform of NEHU, Shillong.
But, according to previous year trends, I can tell you that a score of 100+ in JEE Mains will easily get you a seat in ECE or IT branch.
I will keep checking their official website for an exact cutoff for this year and hope to provide you once it is updated.
