Cutoff to qualify UPSEE exam for different categories is :-

1. general /OBC/ST:- 25% of the total mark
2. SC:-  20% of total score

As per your reservation category cutoff, you have to score above it to qualify the exam. to get admission into a college then you have to satisfy the college cutoff too. Both the cutoff are different.

1. cutoff to qualify the exam

2. cutoff to get admission into an institute.

there are 4 counselling rounds and you will have to choose one college option through these rounds.
