As per the new govt.guidelines, students who are having family income less than 1 LPA are allowed to avail the TFW scheme. In this students are exempted from paying the institute tution fees for his/her career of 4 years in that institute.

However, in the same person has to pay the other fees of the institution like one time fees, yearly fees, developmental fees of institution etc.

for example, let us take any hypothetical institution where the fee structure is as follows;-

Tuition fees  71,000(exempted for TFW)

Developmental fees 4000

annual charges 1000

yearly fees 1000

other charges 1000

Then if you are under TFW category you need not pay the 71,000 fees of tuition. But, you will have to pay the other charges listed above. Which means your semester fees will be around 7000(4000+1000+1000+1000) for all your 8 semesters
