The answer to your question is you can always cancel your seat in whichever college you want and in whichever field you are no one can stop you with that.You can cancel/leave your seat in any college you want but the thing is that you either wont be refunded any amount of the fees you paid or only some amount of fee will be refunded depends on the college scheme.The amount of fees you will be refunded is unpredictable.

but you can definitely cancel your seat and that wont cause you any consequences.
